			<content:encoded><![CDATA[<p>Last year the UK&#8217;s average premium for Buildings Insurance increased by 1% to just over 205 and the average for Contents Insurance rose to 151, up 2%. But within the market we&#8217;ve seen some much bigger rises  if you&#8217;re with Norwich Union you&#8217;ll have seen your premium rise by around 6%. </p>
<p>So what&#8217;s going on? Every year we see premiums rising. Surely with so much competition in the home insurance market, you wouldn&#8217;t expect to see such inexorable rises in premiums? </p>
<p>Let&#8217;s consider the situation more carefully. </p>
<p>The cost of repairing and rebuilding houses is a reflection of the rising price of labour and building materials. This means that cost to the insurers of claims under the buildings cover similarly rises. So as their costs rise, so do your premiums. And there&#8217;s also the indisputable fact that cost inflation also affects the insurance companies own operating costs. Wherever possible, they&#8217;re bound to add a little extra on for that! </p>
<p>Then there&#8217;s that lovely British weather. Michael Fish could be forgiven for believing we don&#8217;t live in a hurricane zone, but nevertheless it&#8217;s a fact that storms, and especially floods, are becoming ever more frequent. Flood damage can be particularly destructive with, according to the Association of British Insurers, the average insurance claim ranging between 15,000 and 30,000. And during the last 18 months we have seen particularly destructive floods create headline news at Helmsley in North Yorkshire, Carlisle, and Boscastle in Cornwall. Those events must have cost the insurance companies multi-millions. </p>
<p>The other area where costs have been rising is burglary. The average burglary claim has now risen to around 1,400. There seem to be two reasons  firstly burglars are finding pickings easier to come by and move on. Modern family homes are packed with valuable electronic gismos  from laptops to I pods, digital cameras and flat screen TV&#8217;s. The other reason is that burglars are targeting well-off neighbourhoods more and more. </p>
<p>Against this background the insurance companies are able to price home and contents insurance down to individual postcodes. If their records show a problem with flooding, or subsidence, or an increasing incidence of burglary in you immediate area, their computers will load your premium to reflect the additional risk. </p>
<p>Your no-claims discount will only serve to offset these upward pressures to a certain extent. And don&#8217;t forget that once you have a five years no-claims record, your discount doesn&#8217;t increase, it&#8217;s capped. Thereafter, all the premium increases will land fully in your lap. </p>
<p>So what can you do to save money? </p>
<p>The most important step by far, is to shop around every year for the best available deal. Maybe it&#8217;s a chore, but thirty or forty minutes on the Internet (including ten minutes on this web site!) will yield you results. Within that space of time you&#8217;ll have found the cheapest insurer and, as an online customer, you&#8217;ll probably have qualified for an additional 10% discount. Then you can always agree to pay by direct debit  that&#8217;ll also trim off a bit more. </p>
<p>Of course there are other things you can do, especially in the arena of home security. Join the local neighbourhood watch scheme, install security locks on your windows, fit external security lighting, up-grade the locks on your doors and get a burglar alarm. Added security will earn you discounts on your insurance but will cost you money to install! Perhaps the added peace of mind alone will be worth the cost. Only the local neighbourhood watch scheme arrives free! </p>
<p>The best general rule is don&#8217;t stick with the same insurance company too long. Keep them on their toes. They have a tendency to take loyal customers for granted. Yes, it really does pay to shop around  try it and prove it to yourself!</p>

			<content:encoded><![CDATA[<p>There were 550 serious accidents last year where the driver was over aged 70 and where driver was either killed or badly hurt, reports the Institute of Advanced Motoring . That statistic represents 8% of the national total of 7,035 similar accidents. That means that the over 70&#8217;s&#8217;s have more, very serious accidents per mile than any other sector of the population. This view is supported by the Association of British Insurers whose research shows that drivers aged over 70 are 13% more likely claim on their insurance than the drivers aged between 40 and 50. </p>
<p>As the number of elderly drivers will double during the next ten years, this represents a problem for elderly drivers and their families &#8211; not to mention the insurance industry, police and indeed all of the emergency services! </p>
<p>You can probably predict the response from the insurance industry. Many insurance companies already reckon that drivers over 80 are as high a risk as the under 25&#8217;s &#8211; and charge premiums to match! Some are even progressively loading premiums once the driver reaches 60. Then at 70, you&#8217;ll find that many insurance simply refuse to offer cover. Norwich Union and Esure won&#8217;t quote after 70 and by the time the driver reaches 80, the field narrows to specialised insurers who insure elderly drivers. Help the Aged and Age Concern both market policies that have no upper maximum age. Cornhill only accepts new policyholders up to 84 but if you&#8217;ve been insured by them for a few years, there&#8217;s no upper age limit. RIAS and Saga are also pleased to consider older drivers. </p>
<p>As the price of car insurance is based on historical claims experience, a 75 year old male driver can expect to pay at least 33% more than if he were aged 50. By the time the driver reaches 80 the premiums hit boy racer levels! So if you&#8217;re in your early 50&#8217;s keep smiling at the lowest premiums you&#8217;ll ever experience  they won&#8217;t last forever! </p>
<p>And the fairer sex fare even worse. Whilst younger women are renowned for their safe driving, they become more accident-prone as they get older. Whereas male drivers improve with age. (Where have we heard that before!) As a result, elderly women drivers pay the highest rates for car insurance. </p>
<p>It&#8217;s a biological fact that eyesight and reaction times worsen as age creeps on. And with traffic becoming heavier and road networks ever more complex, elderly drivers can more easily become disorientated and confused. Even a fraction of a second&#8217;s delay can make the difference between an accident and a near miss. Insurers are reacting by insisting that more elderly drivers take a medical before agreeing to provide insurance. The best advice is to build up a no claims record and as soon as possible and buy No Claims Protection. This protection cost a bit more but it&#8217;s well worth the money. Then make sure you pay for any small bumps yourself. </p>
<p>But there are some simple steps that older drivers, and indeed all drivers, can take to reduce the likelihood of them having an accident and thereby making themselves more insurable. It&#8217;s often more about those little things and being alert to likely problems. For example, car parks are a breeding ground for small accidents. Knowing that take more care. Before you get back into your car, walk round it to see how much room you&#8217;ve got. Then edge out carefully making sure that other drivers in the car park aren&#8217;t driving into the area you&#8217;re moving into. Then, if advancing years has stiffened you neck and all-round visibility is a bit more difficult, take special care at junctions and when reversing. Remember to move you head and swivel your shoulders &#8211; that way you&#8217;ll increase your sweep of vision. </p>
<p>Many of the policies for older motorists contain special provisions designed to assist them. On Saga&#8217;s policy for example, ex company car drivers can use any no claims record they&#8217;d built up and if a couple are insured and the main driver decides to quit driving, then the spouse can take over the no claims record. Other policies also provide full insurance cover for anyone who takes over driving in an emergency. Cornhill will even payout 250 if the DVLA stops you from driving for health isues associated with age. </p>
<p>In moves to diminish the numbers of accidents involving the elderly, the UK Government is investigating the issue of deteriorating health amongst elderly drivers. It seems to be considering the idea of obligatory health checks for elderly motorists. At the same time some local councils are introducing initiatives of their own. Torbay council has launched a scheme to encourage families and GP&#8217;s to take more responsibility for encouraging elderly drivers who are not really fit drive, to give up. A road safety spokesperson for Torbay council said, The problem is that the elderly can&#8217;t always see themselves when it&#8217;s really time to give up driving so those closest to them must take responsibility for that. </p>
<p>In the meantime, a survey carried out by the Institute of Advanced Motorists confirms that older motorists are aware that they represent an increased accident risk. Seven out of ten older drivers surveyed said they would like to take a refresher course for motorway driving skills and six out of ten wanted to improve their performance at junctions and on unlit roads. In response to these issues, the Institute has extended its advanced tests to older non-members to encourage them to improve and build up confidence. The tests also help spot any serious problems that should encourage the driver pack up driving.</p>

			<content:encoded><![CDATA[<p>The Royal Institution of Chartered Surveyors warns that if you can&#8217;t get insurance for your house, you&#8217;re in big trouble. Mortgage lenders won&#8217;t lend on houses that are uninsurable and as a result its value could fall by up to 80%.</p>
<p>It&#8217;s a high flood risk that&#8217;s most likely to make your house uninsurable. According to a recent survey, 6.5 million homes are already at risk from flooding of which 1.5 million are in high risk areas. The government has completed flood defences in many such areas and protection for a further 80,000 homes is due this year. But concerns have also been expressed about a further 120,000 new homes planned for the Thames Gateway which are potentially in a high at risk zone. Yet many areas remain vulnerable. And if global warming continues, by 2030, the 1.5 million at risk could mushroom 3.5 million. Back in 2003 the Association of British Insurers (ABI) agreed the principles which committed UK insurers to offering home and contents insurance for properties in areas which are assessed to be at a flooding risk once in seventy five years or more. The rider was that the flood defences had to be already in place or would be completed by the end of 2007.</p>
<p>The Department for Environment, Food and Rural Affairs (DEFRA) has the responsibility of developing and maintaining these flood defences but within the insurance industry there&#8217;s widespread concern that insufficient progress is being made. As a result the insurers have has warned the government that there could be widespread withdrawal of insurance cover if progress is stepped up.</p>
<p>In the mean time, those in areas threatened by flood water could find their insurance premiums soaring. Whilst the insurance industry agreed to provide insurance cover, their commitment was simply to maintain premiums at reasonable levels. But there was no definition of what reasonable means. As a result premium increases of 60% have been common with up 400% increases in bad areas. In a tiny number of cases, cover has been withdrawn altogether, mostly in country areas where DEFRA considers the cost of defending a cluster of a few homes to be uneconomic.</p>
<p>Environmentalists warn that unless DEFRA gets it&#8217;s skates on, the UK &#8217;s current bill for flood damage could rise from 950 million a year, to 3.2 billion. After all, the average insurance claim for household flood damage is 30,000  that&#8217;s even higher than fire damage. And localised events like the 2004 flood at Boscastle, Cornwall , can cost the insurers over 15 million.</p>
<p>If you are in any doubt whether your home or proposed home, is in a flood risk area, you should visit www.environment-agency.gov.uk. This is DEFRA&#8217;s web site where you can check whether they think your home is at risk of flooding. Their maps were originally designed for planning purposes and provide information on a post-code basis.</p>
<p>Whilst many insurers use the DEFRA information, others like More Than, have their own flood maps. These assess homes individually rather than post code areas. This means that if your existing insurer increases your premium for flood risk and uses the DEFRA information, you may still be able to get a cheaper rate from an insurer using it&#8217;s own flood data if its data identifies that your property is beyond the at risk zone.</p>
<p>The ABI has recently added to the pressure on DEFRA to accelerate the building and upgrading of flood defences. It has warned that unless the government increases its spending on flood defences, the insurance industry may not continue their commitment to the 2003 principles.</p>
<p>That would be bad news for many homeowners.</p>

<p>Ladies, if your mother or any other female blood-line relatives have a history of breast or ovarian cancer then from next year onwards, you could face higher insurance premiums. You could even be refused cover altogether. </p>
<p>When these women apply for life and critical illness cover, the insurance industry wants to ask them whether they have been tested for the gene mutations BRCA1 or BRCA2. These are the gene complications that increase the chances of them developing these cancers. But before the insurance companies can ask these questions on their application forms, they must get approval from the Genetics and Insurance Committee, the body that advises the Government on these and similar issues. </p>
<p>In the coming months the Association of British Insurers (ABI) will be requesting the Committee for authority to ask women whether they have been tested positive for BRCA1 or BRCA2 gene mutations. These are the mutations that are present in 1 in 10 of newly diagnosed cases of ovarian cancer and 1 in 20 of new cases of breast cancer. Approximately 1 in 850 women in Britain inherit a faulty BRCA1 gene and of those, 14  18% will develop breast cancer during in their lives. </p>
<p>On the web site for the Genetics and Insurance Committee we found a notice saying,  The Committee expects that the Association of British Insurers will submit in late 2006/2007 four revised and updated applications for the use of adverse results from the predictive genetic tests of the BRCA1 and BRCA2 genes (breast/ovarian cancer) in helping to determine insurance premiums for life and critical illness insurance. </p>
<p>So far, application forms issued by British insurance companies are only allowed to ask for the results of predictive tests for Huntington&#8217;s disease. Even then, the question can only be asked when the application is for more than 500,000 of life insurance cover or mote than 300,000 for critical illness insurance or over 30,000 for payment protection insurance. This rule is set under an agreement entered into by the insurance industry which is due to expire in 2011 but the Chairman of the ABI&#8217;s Genetics Working Party, Harpal Karlcut, is reported in the trade insurance magazine Cover, as saying: &#8211; </p>
<p>We are looking to get approval for the breast cancer test by the end of the year, adding, The two breast cancers are the next conditions that we will look at but after that we don&#8217;t see the need to look at other conditions. We do keep an eye out for what diseases may come up in the future but there is nothing else on the horizon. We add another important rider  yet!</p>

			<content:encoded><![CDATA[<p>Buildings Insurance went up again last year, costing homeowners another 1% a year, taking the average to just over 205 for a year&#8217;s insurance. Contents insurance also went up, this time by 2% &#8211; now it costs the average homeowner 151 a year. However, some lenders are hiking prices even higher than that  Norwich Union for example, raised its prices by a whopping 6% last year.</p>
<p>The question is &#8211; why? There&#8217;s so much competition out there, you&#8217;d expect prices to be falling, not increasing  but there are other forces at work, as we go on to discuss.</p>
<p>No 1  the cost of having a house repaired or rebuilt</p>
<p>Labour and building materials are getting more costly, so when the insurance company calculates how much it would cost to rebuild your house, prices are higher. This is due to inflation, and the same thing affects the insurance company and its own operating costs. Wages, bills, office rental  all these costs are increasing year on year  so of course insurers have to factor these in.</p>
<p>No 2  the weather</p>
<p>The British weather is getting more and more tempestuous, whether it&#8217;s due to global warming we are not qualified to say, but it&#8217;s a fact that we have been experiencing a lot of extreme weather in the past few years. The 1987 hurricane was a freak occurrence, but flash floods such as the incident in Boscastle, Cornwall, Helmsley in North Yorkshire, and Carlisle are making the headlines on a regular basis. The Association of British Insurers has stated that the average insurance claim due to flood damage could be anything from 15,000 to 30,000, making huge dents into the insurance industry&#8217;s profits. In fact, floods cost insurance companies millions every year.</p>
<p>No 3 &#8211; Burglary</p>
<p>Claims due to burglary have been going up, now average at around 1,400. The 2 main causes are:</p>
<p> From digital cameras to laptops, game consoles to ipods  our houses are full of electronic gadgets with a high value bought new, and a high value resold. Burglars are after these items and it&#8217;s hitting the insurance industry where it hurts  their pocket.</p>
<p> Burglars pick posh neighbourhoods to ensure they get away with the best items &#8211; with expensive items like jewellery for the taking, the value of these kind of claims is increasing.</p>
<p>Insurance companies use statistics relating to a postcode area to calculate premiums for everyone in that area. If your neighbours have suffered subsidence, or your area is near a river which has been known to flood  you will have to pay higher premiums. Similarly, if people in your area have been broken into, then it will be assumed that you are at a higher risk of making a burglary claim too.</p>
<p>Having a no-claims discount is a help when it comes to offsetting the annual rise in premiums, but insurance companies cap these discounts once you have 5 years no claims, so you will not get any further discounts.</p>
<p>So is there any way to avoid the rising cost of home and contents insurance?</p>
<p>The first thing you can do is look around for the best deal. Try the Internet for the best deals, because most insurance companies offer a discount, often 10%, for customers that buy online. You will also save if you pay by direct debit. It&#8217;s tempting to accept your current insurer&#8217;s renewal quote but don&#8217;t be fooled  the small amount of effort it will take to shop around will pay good dividends. One of the reasons for this is because insurers always offer their best deals to new customers, existing customers are virtually penalised for showing loyalty!</p>
<p>Improving your home security is another good way to reduce premiums  while giving you essential peace of mind. Neighbourhood watch schemes, external security lighting, a burglar alarm, security locks on windows, and industry-recognised locks on external doors will make a difference. Obviously these things cost money to install, but they pay for themselves in the long run.</p>
<p>Play the insurance company game and you will always win  shop around, be prepared to move insurance company every year, and don&#8217;t accept any high prices. There&#8217;s always a better deal out there!</p>

			<content:encoded><![CDATA[<p>At the moment, the legal system in Britain forces all personal injury claims to go through the courts and be judged on an individual basis. Many of these claims crawl through the courts at a leisurely pace, the result being expensive court costs. Even worse, for every 051 that is paid out in compensation, it has been estimated that the legal profession receives 40p for their legal work. This amounts to the British legal profession receiving an estimated 052 billion a year just from personal injury claims C unbelievable isnt it!</p>
<p>The insurance companies have to cover these costs, and its costing them so much that it has been estimated that for every car insurance premium, around 05200 of it will be going towards paying these personal injury claim legal costs.</p>
<p>The Association of British Insurers has decided to step in and bring this practice to an end, and has made a proposal. The ABI wants personal injury claims to be settled by an independent arbitration system, instead of by the courts. It would work by setting compensation payouts for set types of injuries, a system that has been operating successfully in Ireland since 2004. There, legal costs have been lowered by three quarters.</p>
<p>If the arbitration system proposed by the ABI is introduced, each case would involve far less time and energy to resolve, so naturally the costs would be far less. In Ireland, a back injury that recovers within 12 months is allocated the English equivalent of 0511,000. A neck whiplash injury recovering in the same time span would receive a payout of the equivalent of 059,400.</p>
<p>Ian Crowder, a spokesman from the AA, reiterated the benefits of cutting the lawyers out, pointing out the fact that the soaring costs of personal injury claims have been a significant contributor to insurance premium inflation. If they could be brought under control, premiums could be cut. Its something that we all wish for. Well, almost everyone.</p>
<p>The British Association of Personal Injury Lawyers is the only party that dont want to see an arbitration system introduced in Britain. Their objections are based on two beliefs, firstly that the injured would lose their right to an individual hearing and would be at the mercy of the insurers. Secondly, that their research showed the initial offers made by insurers to be half of the final compensation reached. They also state that two thirds of defendants at first denied liability, thats what takes these cases to court.</p>
<p>The experience of arbitration in Ireland so far has not highlighted any of the issues highlighted by the British Association of Personal Injury Lawyers as a problem. Compensation values in Ireland have not decreased since arbitrations, and people get their money up to 3 times more quickly. Whats more, legal costs have been reduced to a quarter of their previous level</p>
<p>For years now, we have seen car insurance premiums rise at an exponential rate C we deserve a break C so roll on arbitration.</p>
